Gas piping inspections, due 31 December.

Local Law 152 requires every building in New York City — except one- and two-family homes — to have its gas piping inspected by a Licensed Master Plumber once every four years. Manhattan Community District 4, which covers Hell's Kitchen, Clinton and Chelsea, is up in 2026.

Time remaining in this cycle

Inspections must be completed by 31 December 2026. Leaving it to December means competing for the same appointment slots as every other building in the district.

01 / SCOPE

Does this apply to you?

Almost certainly yes.

Covered by the law All buildings with gas piping, of every occupancy group except R-3 — apartment buildings, co-ops, condos, mixed-use, commercial, retail, offices, restaurants and institutional buildings.
Exempt One- and two-family homes (occupancy group R-3), and buildings with no gas piping at all. If gas was cut and the piping removed, the building is out of scope — but the record has to say so.
Who must arrange it The building owner — or the managing agent acting for them. Not the tenant, and not the utility. The filing is made in the owner's name.

02 / SCHEDULE

The four-year rotation

Your district sets your year.

Inspections rotate on a four-year cycle keyed to the Community District the building sits in. 589 11th Ave — and everything around it in Hell's Kitchen, along with Chelsea and Hudson Yards — is Manhattan CD4, which is why 2026 matters here.

03 / SEQUENCE

What actually happens

Four deadlines, not one.

Most owners know about 31 December. Fewer know that the clock keeps running afterwards — the certification is due within 60 days of the inspection itself, and any defect found starts its own 120-day timer.

  1. 01

    The inspection — by 31 December 2026

A Licensed Master Plumber, or a registered journeyman working under their direct supervision, inspects all exposed gas piping in public spaces, boiler and mechanical rooms, and the service entrance — checking for leaks, corrosion, illegal or non-conforming connections, and inadequate ventilation.

  2. 02

The GPS1 report — within 30 days of inspection

The plumber gives the owner a Gas Piping System Periodic Inspection Report setting out what was found. This one goes to you, not to the DOB. Keep it: it is the evidence behind the certification.

  3. 03

The GPS2 certification — within 60 days of inspection

The owner files the Gas Piping System Periodic Inspection Certification with the Department of Buildings, signed and sealed by the plumber who did the inspection. This is the filing that actually satisfies the law. We prepare and submit it for you.

  4. 04

Corrections — within 120 days, if anything was found

Where conditions need correcting, the repairs must be completed and a corrected certification filed within 120 days of the inspection, or 180 days where the filed certification states that more time is needed. Unsafe conditions are different: those are reported to the utility and the DOB immediately, and fixed at once.

Miss the filing and the DOB can issue a $5,000 civil penalty for the late GPS2 certification, and the failure sits on the building's public record, where every lender, insurer and prospective buyer can see it. An owner who cannot get the inspection done in time may apply to the DOB once for a 180-day extension of the due date.

04 / SERVICE

What we handle

Inspection and filing, one contractor.

Plenty of firms will inspect and hand you a report. Fewer will do the DOB filing, and fewer still will fix what the inspection turned up — which means three vendors and three chances for the deadline to slip.

Licensed Master Plumber on siteThe inspection is performed by, or directly supervised by, the LMP who signs and seals the certification. Not subcontracted out.
GPS1 and GPS2 both handledReport issued to you inside 30 days, certification filed with the DOB inside 60. You are not left to file it yourself.
Repairs by the same firmIf the inspection finds a defect, we quote and correct it under the 120-day window rather than sending you back out to tender.
Portfolio schedulingManaging agents with several buildings in CD4 get them inspected in one run, with a single schedule and one set of paperwork.
